Luis Resto literally said Em has 'symphonies in his head' and they've all confirmed Em hums the melodies to them.

That's full on coming up with the actual melody and musical drive of songs. Which is more than most hip-hop producers do, which is often as you point out just drum programming.

This is why Em's beats match his flow, because he used to think of the flow, and melodic drive and they'd build the music to match what he instructed.
