It's not uncommon. Toppo has God strength and was meant to become one, but he turned it down or whatever. Jiren (they grey alien with the big black eyes) is supposedly stronger than Toppo. They also mentioned a mortal who is stronger than a god.

I'd like to point out that Golden Frieze was able to handle that Hakai attack, in his strongest form... but Goku was handling it in base form. He was struggling tho, but base form... And attack/energy usually obliterates someone from existence. You don't die or go to h---, you're erased. Frieza and Goku both might be stronger than some of the Gods at this point.

my confusion came from not remembering the time skip between buu's death and the tournament with uub (i thought it happened immediately after, as i haven't watched the buu sage in probably 7 years). and @Zeugma wasn't ever wrong, honestly, i f----- up lol.

i don't remember the ep, but goku apparently mentions uub in Super. So i think they're using the end of DBZ as a sort of goal to get to.

Now that (most of) the confusion's gone, i still gotta say the tournament could go either way. The super dragonballs could be some kind of potential plot device, as well as that god guy. Goku seems to be the only c---- who gets near him with nothing ever happening even though everyones like "WHAT R U DOIGN!?" every time he does it. I feel like they could easily have the other universe win then just have everyone shi--ing themselves like "f---, we're dead" at which point that god feller is like "nah dw about it lol, goku is fun to watch, i want to see you get stronger so i wont erase the universe. lol gottem"

Is the winner gifted the super balls? If not I could see the following arc being the Z fighters find all the super dragon balls and wish the other universes back. The super balls have been in the series obviously. But they weren't used for anything useful. I don't see them calling this Dragon ball "super" without the balls having a huge part in the series at some point.
