    EDIT: Back on topic, I would speak to your neighbours. If the dog is barking there is obviously an issue that the owner needs to address, whether it's an anxiety thing or a boredom, either way he should know so he can try to make his dog happy.
    I know I would want a neighbour to tell me if my dogs were doing the same. @KnowRayJones

    ehhh yeah, kinda, I mean I'm pretty young, still learning about life, still trying to figure out the world, and why people do what they do, s---, why I do what I do.     omfg I feel you about loud neighbors and their pets; this white boy who is about 21 made a f---ing didgeridoo out of pvc pipes and sat right outside my window on his beach chairs, to play and serenade his girlfriends. sometimes he would walk to the lake to "play for the fishes" were his words, when I spoke to him a few months ago. he doesn't live there anymore cus his parents realized what a wack job he is. he now lives with vegan Hindus last time heard and has a warrant???
    don't try to figure the world out in this way please.
