He’s basically doing that whole song as Triumph the Insult Dog (or whatever it was called), hence the puppet on his hand etc. So both making fun of the celebrities he mentions but at the same time making fun of the fact it’s ok to make those remarks if it’s from Triumph, a puppet. Similar to on TDOSS when he said if certain things are ok to say if it’s South Park that do it…
