That's true but on the other hand they can still maintain this influence on lone wolves from underground. In fact, you could reasonably argue it could become stronger. These people are geniuses at using losses to their advantage. All they need is access to the internet. The biggest problems with lone wolves is that it's a societal problem. Islam is the tool of choice here but these young men are the same sort of people that would s---t up a school. It's easy to just write them off as lunatics. These people are broken and lost in the world even if they have a steady family and a future. It's extremely easy to manipulate these people with something as grand as ISIS. It's the first time they feel like they belong somewhere or that they're making a difference and impact on the world. The root of this issue literally leads back to civilisation and mankind itself. You can't fix it with driving ISIS underground (although that's a huge benefit in itself) there does need to be massive overhauls across all aspects in modern society.

His statement is far from a stupid.
