Addresing OP's question, 16 is the age of consent in my country: Spain. However the vast majority of people, specially girls lose their virginity in their 14s/15s but generally to guys 2 years older than them. I lost mine at age 16 with my girlfriend who was 1 year younger than me.
So, what should be the procedure in case of underage coitus among underage kids?
Do you guys think parents should be accountable for their children's disarray if they are under the age of consent and having sex with other minors? (this has been proposed by conservative/right wings parties in our Parliament).

Age of consent is 16 here but in a teacher student situation it is 18 i think.
